Librarians and documentary filmmakers have nothing stopping them from the legitimate fair use of a copyrighted work. In fact, Orphan Works would make it HARDER for librarians--where now, they can simply use a work under fair use, under Orphan Works they would have to document their "reasonable search". I ask you, how is that a benefit?
